Kathy Spica has over forty years of experience supporting the
Department of Defense, Department of Energy, various city and county government
departments, as well as commercial and private industry companies in
contractual and procurement functions. She joined GTS in 2016, and
provides leadership and support in the areas of contracts and procurement, as
well as risk management and legal compliance.
As the Vice President of
Contracts and Procurement, Kathy spearheads the company’s Contracts department
and is responsible for all contract, subcontract, teaming agreements,
non-disclosure agreements, consultant and value added reseller
agreements, risk assessment, compliance, negotiations, procurement management, and
policy and procedure formation and revisions, and plays a vital role in the
development of cost proposals, white papers and rough order of magnitude
(ROM)’s within the company. She is responsible for the oversight of the
contracts, legal, purchasing, and contracts administration functions (cradle to
grave), ensuring compliance to the delivery schedules, pricing, terms and
conditions and other contract provisions. Kathy also serves as
a member of Quality Management Team and
Risk Committee and served as the Chair for the recent Move Committee to
facilitate the relocation of the company’s headquarters.
Prior to GTS, Ms. Spica
served in a similar role with another Department of Defense prime contractor,
providing contract and subcontract administration for government required
construction projects. Kathy has also performed as a key team member
for construction projects and capital improvement projects for administration
offices and public-school classrooms, managing the contractual and procurement
related activities from the proposal stage to project administration and
closeout for various county and local district offices and public
schools. Kathy has also used her expertise to support the private
industry by serving as the Procurement Manager for a national ski resort
company, providing procurement tasks for daily operations and capital
improvements to construct new resort properties.
Kathy Spica is a seasoned
professional providing strategic direction, vision, and performance for
GTS. She attended various junior colleges before transferring to
California Polytechnical University in San Luis Obispo, CA where she majored in
Business Administration and minored in Natural Resources Management.
Kathy proactively mentors
less experienced contract and procurement specialists to new heights of
professionalism while cultivating an environment of continuing learning and
development. She fosters, develops, and maintains relationships with
senior staff and executives within GTS, as well as with her external clients,
such as the Department of Defense’s Contracting Officers and Contract
Specialists. Kathy provides superior interpersonal, written and oral
communication skills to relay complex information across departmental lines and
fosters team cohesion. She is skilled in communications,
teambuilding, conflict resolution and relationship management.
Kathy was awarded the
Employee of the Year for Performance in 2014 for a previous Department of
Defense Prime Contractor – a noted accomplishment due to being received only a
few months into employment with that company. She also was awarded
the Executive Management Employee of the Year Award for 2012, an award which is
provided to an employee through recognition by Senior Corporate Management with
concurrency by the U.S. Department of Energy. Kathy also received
several awards and special recognition from the President of the private ski
resort company where she worked for her superior coordination of technology
updates.
Kathy is or has been a
member of various job-related organizations, such as the Virginia Ship Repair
Association Contracts Committee and also their Safety Committee; the National
Contract Management Association, the American Subcontractor’s Association, the
International Association for Contract and Commercial Management, as well as
the California Association of School Business Officials and the California
Association of Public Procurement Officials.
Kathy holds a federal
top-secret security clearance.
