Global Technical Systems,* Virginia Beach, Virginia, is being awarded a
$22,204,809 firm-fixed-price, cost-plus-fixed-fee and cost-only contract for production of the
Battle Force Tactical Training (BFTT) hardware and associated engineering services. The BFTT T46D
system is a rack-based console providing high fidelity Combat System Element training, encompassing
individual watch-station training, within the lifelines unit-level training, integrated warfare
commander training, strike group training and coalition/joint training. This contract will provide
for the production, testing and delivery of BFTT T46D systems, spares and associated engineering
services. Work will be performed in Virginia Beach, Virginia, and is expected to be completed by
September 2017. Fiscal 2014 other procurement (Navy) contract funds in the amount of $1,219,992 will
be obligated at time of award and will not expire at the end of the current fiscal year. This

billion

firm-fixed-price, cost-plus-fixed-fee contract for Consolidated Afloat Networks and Enterprise
Services (CANES) production units.
The estimated, cumulative value of the multiple award
contract is $2,529,500,000. CANES serves as the bridge to the future of Navy afloat networks,
consolidating existing legacy and standalone networks, providing the necessary infrastructure for
applications, systems and services to operate in the tactical domain. CANES delivers its
capabilities within a single complete system, bringing the necessary infrastructure that will enable
timely and interoperable information exchange among tactical, support and non-tactical or
administrative users, applications and information technology platforms.
This contract has
an eight-year ordering period up to the contract award amount. There are no options. Work will be
performed in North Charleston, South Carolina; Taunton, Massachusetts; Virginia Beach, Virginia;
Madison, Alabama; and San Diego, California, as delivery orders determine.
Work is expected
to be completed by August 2022. No funds will be obligated at the time of award. Funds will be
obligated as individual delivery orders are issued. The multiple award contracts were competitively
procured by full and open competition bids via the Space and Naval Warfare e-Commerce Central and
the Federal Business Opportunities websites, with seven offers received. The Space and Naval Warfare

Open-Loop Air-Cooled Computer Rack/ Cabinet

Compatible, Open-Loop Air-Cooled Computer Rack/Cabinet (SBIR #N141-043). GTS, the producer of the
AN/UYQ-107 Common Processing System (CPS) for the US Navy, is charged with developing a computer
rack / cabinet with an improved, more efficient, Flexible Infrastructure (FI) HVAC compatible, air
cooling system to provide an alternative solution to the existing permanent ducted HVAC cooling
services. The Phase I SBIR, supporting NAVSEA PMS 377 interests, is valued at ~$80,000 with a 6
month period of performance. All work will be performed from GTS’s Virginia Beach CPS production
facilities.

GTS wins NAVAIR Gatekeeper On The Move - Biometrics (GOTM-B) development contract
valued at $11.8 million

Systems,* Virginia Beach, Virginia, is being awarded an $11,825,274 cost-plus-fixed-fee contract for
the development of a prototype Gatekeeper On The Move - Biometrics (GOTM-B) in support of
reconnaissance and surveillance payloads, sensors, delivery systems and platforms. The GOTM-B system
is an innovative, non-contact, on the move, multimodal biometric (3D Finger, Face, and Iris)
identity operations and force protection capability.
Work is expected to be completed in
July 2017. Fiscal 2014 research, development, test and evaluation (defense-wide) funds in the amount
of $3,312,000 will be obligated at time of award, none of which will expire at the end of the
current fiscal year.
This contract was competitively procured via a Broad Agency

GTS wins Consolidated Automated Support Systems CASS
Equipment Prototype and Testing Delivery Order valued at ~$50,000.
The CASS
IMUTS/EGI OTPS ON-660A/USM First Article (contract # N68836-13-D-0009-0001) objective is to
build-to-print a single copy of the First Article IMUTS/EGI OTPS ON-660A/USM hardware assemblies and
key spare OTPS elements for use on CASS family of ATE. A set of replacement parts will be assembled
in support of future utilization or repair actions on prototype OTPS.
The effort requires
the fabrication and assembly of various sheet metals, plastic and acrylic parts and assemblies to
serve as housing assemblies, cable assemblies, test fixtures and safety covers for avionics
assemblies under CASS testing. The CASS First Article DO provides automated test capability for
numerous Weapons Replacement Assemblies (WRAs) and Shop Replaceable Assemblies (SRAs) used in the
FA-18 aircraft.
These WRAs/SRAs require their own automated test program, along with a unique
interface assembly, test cable set, and fixtures in order to interface with the US Navy standard for
automated testing, CASS. These unique items must be designed, manufactured, assembled, and tested as
one-of-a-kind parts or assemblies.

$84,900,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for production of the
Common Processing System (CPS), spares and associated engineering services.
The CPS is a
computer processing system based on an open architecture design. CPS consists of the CPS enclosure
assembly and three subsystems: the processing subsystem, the storage/extraction subsystem, and the
input/output subsystem. It is intended to support the computer requirements of various Navy combat
systems. This contract will provide for production, testing and delivery of CPS (both water cooled
and air cooled), spares, and associated engineering services.
Work will be performed in
Virginia Beach, Virginia, and is expected to be completed by May 2018. Fiscal 2014 other
procurement, Navy contract funds in the amount of $1,555,308 will be obligated at time of award and

CBP Awards ULAD to Global Technical Systems
Team
Global Technical Systems (GTS), headquartered in Virginia Beach, VA,
has been awarded an indefinite-delivery/indefinite-quantity, single award, fixed price contract for
delivery of Ultra-Light Aircraft Detection (ULAD) Systems to the US Customs and Border Protection
(CBP), Office of Technology Innovation and Acquisition (OTIA) (Contract: HSBP10-13-D-00004).
Provided through Customs and Border Protection Office of Administration, Procurement
Directorate, Aviation, Maritime and Border Technologies Contracting Division; the contract, which
includes a 2 year base period and eight (8) one year options, has a ceiling value of $100,000,000.
The purpose of the ULAD System is to support CBP’s role in homeland security and law
enforcement through detection and tracking of ultra-light aircraft or similar low and slow flying,
small radar cross section aircraft that violate US borders. The scope of work includes ULAD system
fabrication, procurement, delivery, training, and lifecycle support.
The winning GTS Team

Headquarters in Virginia Beach, teammate sites listed below and at Border Patrol Stations throughout
the US.

GTS wins
Consolidated Automated Support Systems CASS Equipment Prototype and Testing multi-award IDIQ

Awarded through NAVAIR Fleet Readiness Center Southeast
(FRCSE - contract # N68836-13-D-0009), the scope of this effort is to provide manufacturing support
to FRCSE, Jacksonville, FL, code 48400, including electrical / mechanical prototype design and
fabrication, product drawing review and feedback, First Article (commonly referred to as Low Rate
Initial Production (LRIP)) manufacturing.
All efforts are in support of the US Navy CASS
(Consolidated Automated Support System) OTPS (Operational Test Program Set) for various platforms
and commodities.
Current supported platforms include but are not limited to: MH-60R/S,
F/A-18, P-3, EP-3E ARIES II, EA-6B Prowler, E-2C Hawkeye, and E-6 Mercury. Additional commodities to

contracts, with provisions for fixed-price-incentive and firm-fixed-price orders, to provide battle
space awareness services including the integration and test of systems of systems focused on the
delivery of battlespace awareness, and intelligence capabilities and systems as well as the
integrated employment of information operations (IO) capabilities, and also the development,

applications and dedicated hardware. The cumulative, estimated value of the base year is
$19,750,000.
Contract funds in the amount of $10,000 will be obligated on this award. These

under the terms and conditions of the awarded contracts. Work will be performed worldwide, and is

GTS wins $1.1 million contract to develop and deploy Coast Watch
System

awarded a $1.1M delivery order by the US Navy’s Space and Naval Warfare
Systems Command (SPAWAR) International Command, Control, Communications,
Computers, and Intelligence (C4I) Integration Program Office, in
support of Maritime Surveillance Systems (MSS) for international
programs.
SPAWAR, has awarded a contract to GTS, to develop and
deploy a Coast Watch System, Shipboard Command and Control Suite
(CWS-SCCS) on the Barko ng Republika ng Pilipinas (BRP) Gregorio del
Pilar (PF-15), formerly United States Coast Guard Cutter (USCGC)
Hamilton (WHEC-715). The GTS system will interoperate with the
previously procured, land-based CWS system deployed along the South
coast of the Sulu Archipelago to meet Maritime Domain Awareness (MDA)
needs of the Republic of Philippines (ROP). The system will provide the
Armed Forces of the Philippines (AFP) with increased situational
awareness through sensor fusion, target detection and classification,
and communication capabilities.
Under this delivery order, GTS
will perform systems engineering, design, development, integration,
installation, and testing of the CWS-SCCS, including: radar systems, an
AIS system, track management functions, communications integration,
remote components, and a Local Area Network (LAN).

awarded a $3.5M contract by the Naval Air Systems Command (NAVAIR), for H-1 Y/Z Helicopter
Consolidated Automated System Support (CASS) Support Equipment Manufacturing and Assembly.
The H-1 CASS Support Equipment Project provides Operational Test Program Set (OTPS)
production to address testing for three (3) Weapons Replacement Assemblies (WRAs) used in the H-1Y/Z
Helicopter to meet the program needs of PMA-276. These WRAs require their own automated test
