Terry Spitzer, CEO of Global Technical Systems, describes his company as being on the “the pointy edge of the sword (providing) bleeding-edge technology —meaning that we’re so leading edge, it’s painful.”

For example, he said, when GTS started production on a kinetic energy storage device, the only researchers were at Lawrence Livermore National Laboratory in California. “So, we went and hired all their scientists.”

GTS doesn’t have employees, Spitzer said. “We are very selective. We have 150 experts. Everyone we hire is a subject-matter expert.”

Spitzer, who served as a Navy electrical technician, began the company to provide engineering services to fix issues on the AEGIS combat system. He quickly learned that “the better way is to work towards production. Ninety percent of our company is production. In the Pentagon, I saw all the holes in the production and technological process. Most companies take 20-30 years to fill those holes. We take 18-24 months.”

Vice-President of Strategic Development Ben Davenport expanded GTS’s research and development focus on four major areas: “Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR); border-security surveillance systems; advanced munitions, including composite missiles, rocket motors and warheads; and kinetic energy storage devices for High Energy Weapons Systems and commercial electrical-grid storage.”

The culture at GTS is based upon Spitzer’s patriotism: “GTS’s mission is directed towards excellence. ... If we are asking these people to die for our country, then it’s our job to provide them with the best equipment possible. ... Also, it’s not practical for our country to rely solely on the Chinese for computer hardware. Not having this capability is a threat to our national security.”

Spitzer is proud that GTS makes every part of its products. “We develop American-made micro-servers that are superior to anything on the market.”

Micro-servers, Davenport said, are “the brains of computers, found in almost every device we use today.” Spitzer continued, “We develop them better and more securely than anyone can in, say, China, which is where the most microelectronics are produced.”

GTS has just moved into its new 630,000-square-foot production facility because of the demand for its products. Spitzer predicts expects GTS to triple its revenue in 2021 to $300 million and grow to 1100 employees — or experts — in the near future.

Global Technical Systems Awarded U.S. Navy Network, Processing, and Storage Contract with Cumulative Value of $782M

Global Technical Systems (GTS), a Virginia Beach, VA headquartered supplier of advanced technology and services to defense, homeland security and other critical government security agencies, has won a single-award contract from the Naval Sea Systems Command (NAVSEA) for 'Network, Processing, and Storage (NPS) Technical Insertion 16, Modification 1 production equipment'. Cumulative contract value is $782,169,297.

Over the last twenty years GTS has established itself as one of the most up and coming defense technology companies in the world. It has 12 Offices located throughout the U.S. with four locations in Virginia Beach including the new corporate headquarters at Owl Creek.  All work for the NPS contract will be performed at the current headquarters and the Owl Creek location upon it's opening in Q3 2020.  This new 630,000 sq. ft. state-of-the-art facility will be home to some of the most advanced manufacturing on the east coast and will deliver contract-required capabilities for computer processing and memory, data storage & extraction, network systems, and input / output interfaces to host Navy combat systems software applications.  Work on the NPS Contract is expected to be complete by March 2025. GTS currently supports the Naval Sea Systems Command (NAVSEA) with advanced networking, computing and storage capabilities critical to the Aegis Combat System including design, qualification, production and sustainment of the core hardware processing for the Aegis Weapons System (AWS). This requirement will provide for engineering, logistics, installation, and limited equipment production services including any ORDALT Kits, spare parts and materials required to provide Life-Cycle support for CPS equipment. This requirement will also provide for products and services anticipated to build, test and install the CPS TI-12H ORDALT Kits. Customs and Border Protection (CBP) Awards Ultra-Light Aircraft Detection (ULAD) Upgrade Task Order to Global Technical Systems Team

Global Technical Systems (GTS), headquartered in Virginia Beach, VA, has been awarded a task order to upgrade the GTS-developed Ultra-Light Aircraft Detection (ULAD) Systems under the DHS/CBP indefinite-delivery/indefinite-quantity, single award, fixed price contract (Contract: HSBP10-13-D-00004).

Provided through Customs and Border Protection Enterprise Contracting Office, the task order has a partial award value of $7,374,277.99. The purpose of the ULAD Upgrade is to provide a rapid approach to upgrade ULAD systems with advanced ISR capabilities to support identification and interdiction of border incursions including low, slow flying ultra-light aircraft. The ULAD system upgrade will also increase the height of the sensor payload by integrating a tethered aerostat as a platform for the ISR sensor.

The estimated, cumulative value of the multiple award contract is $2,529,500,000. CANES serves as the bridge to the future of Navy afloat networks, consolidating existing legacy and standalone networks, providing the necessary infrastructure for applications, systems and services to operate in the tactical domain. CANES delivers its capabilities within a single complete system, bringing the necessary infrastructure that will enable timely and interoperable information exchange among tactical, support and non-tactical or administrative users, applications and information technology platforms.

This contract has an eight-year ordering period up to the contract award amount. There are no options. Work will be performed in North Charleston, South Carolina; Taunton, Massachusetts; Virginia Beach, Virginia; Madison, Alabama; and San Diego, California, as delivery orders determine.

GTS Wins Consolidated Automated Support Systems CASS Equipment Prototype and Testing Delivery Order Valued at ~$50,000.

The CASS IMUTS/EGI OTPS ON-660A/USM First Article (contract # N68836-13-D-0009-0001) objective is to build-to-print a single copy of the First Article IMUTS/EGI OTPS ON-660A/USM hardware assemblies and key spare OTPS elements for use on CASS family of ATE. A set of replacement parts will be assembled in support of future utilization or repair actions on prototype OTPS.

The effort requires the fabrication and assembly of various sheet metals, plastic and acrylic parts and assemblies to serve as housing assemblies, cable assemblies, test fixtures and safety covers for avionics assemblies under CASS testing. The CASS First Article DO provides automated test capability for numerous Weapons Replacement Assemblies (WRAs) and Shop Replaceable Assemblies (SRAs) used in the FA-18 aircraft.

These WRAs/SRAs require their own automated test program, along with a unique interface assembly, test cable set, and fixtures in order to interface with the US Navy standard for automated testing, CASS. These unique items must be designed, manufactured, assembled, and tested as one-of-a-kind parts or assemblies.

CBP Awards ULAD to Global Technical Systems Team


Global Technical Systems (GTS), headquartered in Virginia Beach, VA, has been awarded an indefinite-delivery/indefinite-quantity, single award, fixed price contract for delivery of Ultra-Light Aircraft Detection (ULAD) Systems to the US Customs and Border Protection (CBP), Office of Technology Innovation and Acquisition (OTIA) (Contract: HSBP10-13-D-00004).

Provided through Customs and Border Protection Office of Administration, Procurement Directorate, Aviation, Maritime and Border Technologies Contracting Division; the contract, which includes a 2 year base period and eight (8) one year options, has a ceiling value of $100,000,000.

The purpose of the ULAD System is to support CBP's role in homeland security and law enforcement through detection and tracking of ultra-light aircraft or similar low and slow flying, small radar cross section aircraft that violate US borders. The scope of work includes ULAD system fabrication, procurement, delivery, training, and lifecycle support.

(N65236-13-D-5810); Sentek Consulting Inc. dba Sentek Global*, San Diego (N65236-13-D-5811); Skylla Engineering Ltd.*, Humble, Texas (N65236-13-D-5812); and UEC Electronics*, Hanahan, S.C. (N65236-13-D-5813), are each being awarded an indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, performance-based, multiple award contracts, with provisions for fixed-price-incentive and firm-fixed-price orders, to provide battle space awareness services including the integration and test of systems of systems focused on the delivery of battlespace awareness, and intelligence capabilities and systems as well as the integrated employment of information operations (IO) capabilities, and also the development, integration, and test of intelligence, battlespace awareness, and information operations applications and dedicated hardware. The cumulative, estimated value of the base year is $19,750,000.

Contract funds in the amount of $10,000 will be obligated on this award. These contracts include options which, if exercised, would bring the cumulative value of these multiple award contracts to an estimated $98,760,000. These four contractors may compete for the task orders under the terms and conditions of the awarded contracts. Work will be performed worldwide, and is expected to be completed by November 2013. If all options are exercised, work could continue until November 2017.

Contract funds will not expire at the end of the current fiscal year. These contracts were competitively procured via full and open competition after exclusion of sources (8(a) set-aside) with proposals solicited via the Commerce Business Daily's Federal Business Opportunities website, and the SPAWAR E-Commerce Central website, with seven offers received. Space and Naval Warfare Systems Center Atlantic, Charleston, S.C., is the contracting activity.

GTS Wins $1.1 Million Contract to Develop and Deploy Coast Watch System

Global Technical Systems (GTS), headquartered in Virginia Beach, VA, has been awarded a $1.1M delivery order by the US Navy's Space and Naval Warfare Systems Command (SPAWAR) International Command, Control, Communications, Computers, and Intelligence (C4I) Integration Program Office, in support of Maritime Surveillance Systems (MSS) for international programs.

SPAWAR, has awarded a contract to GTS, to develop and deploy a Coast Watch System, Shipboard Command and Control Suite (CWS-SCCS) on the Barko ng Republika ng Pilipinas (BRP) Gregorio del Pilar (PF-15), formerly United States Coast Guard Cutter (USCGC) Hamilton (WHEC-715). The GTS system will interoperate with the previously procured, land-based CWS system deployed along the South coast of the Sulu Archipelago to meet Maritime Domain Awareness (MDA) needs of the Republic of Philippines (ROP). The system will provide the Armed Forces of the Philippines (AFP) with increased situational awareness through sensor fusion, target detection and classification, and communication capabilities.

Under this delivery order, GTS will perform systems engineering, design, development, integration, installation, and testing of the CWS-SCCS, including: radar systems, an AIS system, track management functions, communications integration, remote components, and a Local Area Network (LAN).

GTS Wins $3.5 Million Contract for H-1 Y/Z Helicopter CASS Support Equipment Manufacturing and Assembly

Global Technical Systems (GTS), headquartered in Virginia Beach, VA, has been awarded a $3.5M contract by the Naval Air Systems Command (NAVAIR), for H-1 Y/Z Helicopter Consolidated Automated System Support (CASS) Support Equipment Manufacturing and Assembly.

The H-1 CASS Support Equipment Project provides Operational Test Program Set (OTPS) production to address testing for three (3) Weapons Replacement Assemblies (WRAs) used in the H-1Y/Z Helicopter to meet the program needs of PMA-276. These WRAs require their own automated test program, along with a unique interface assembly, test cable set, and fixtures in order to interface with the US Navy standard for automated testing, CASS.
Under this contract, GTS will manufacture, fabricate and integrate the H-1 OTPS using a full spectrum of manufacturing and assembly capabilities including: sheet metals, plastic and acrylic parts and assemblies to serve as housing assemblies, cable assemblies, test fixtures, and safety covers for avionics assemblies under CASS testing.
