GTS Awarded $86 Million IDIQ Contract for Common Display System (CDS) Sustainment

PRESS RELEASE
February 24, 2022

Global Technical Systems (GTS)* is pleased to announce it is being awarded a contract for Common Display System (CDS) Sustainment. This competitively procured contract includes options which, if exercised, would bring the cumulative value of this contract to $86,031,450.

The CDS provides a common display and Human-Machine Interface infrastructure for multiple Combat/Weapons systems. The CDS is a continuously evolving family of Display, Processor, and Network Systems; designed to satisfy a wide spectrum of mission critical and mission essential applications. In conjunction with this objective, CDS plays host to various, end-user Developed Software Operating Environments built to comply with Open Architecture standards, incorporating functionally modular designs comprised of Commercial-Off-The-Shelf (COTS)/Non-Developmental Item (NDI) software and hardware components. These components integrate together using industry-accepted software and communication interface standards in accordance with System Requirements Documents. The CDS console is compliant with the Navy's Open Architecture Computing Environment (OACE) allowing CDS to easily integrate into platforms which are OACE compliant computing systems. CDS uses a Modular Open Systems Approach to support efficient technology insertion and refresh for hardware and software. The main features of CDS include: providing integrated display from user systems; converting display video signals; Human-Machine Interface signals and Operating System Signals; providing interfaces to user application; and providing a Battle-short Alarm Circuit and Operator Interface for alerts and query/response actions.

The contract scope includes: logistics, installation, and limited equipment production services including ORDALT Kits, spare parts and materials required to provide Life-Cycle support for CDS equipment. CDS Ordnance Alteration (ORDALT) Kits and related procurements, products, installation and harvesting services will also be provided to the Air Dominance Department of the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme California. The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), is the contracting activity for this Cost-Plus-Fixed-Fee (CPFF) / Firm-Fixed-Price (FFP), Single Award, Indefinite-Delivery / Indefinite-Quantity (IDIQ) contract – N63394-22-C-0002.
